The national standard "Fine Chemical Reaction Safety Risk Assessment Code" was published and implemented

In order to implement the "Opinions on Comprehensively Strengthening the Safe Production of Hazardous Chemicals" issued by the Central Office and the State Office, strengthen the safe production risk control of fine chemical enterprises, and effectively prevent major accidents, the national standard "Fine Chemical Reaction Safety Risk Assessment Code" (GB/T 42300-2022) organized by the Ministry of Emergency Management has been recently released and implemented.

At present, fine chemical production is mostly intermittent or semi-intermittent reaction, raw materials, intermediate products and product varieties, processes are complex and diverse, accompanied by a large amount of heat release in the reaction process, with the risk characteristics of reaction easy to get out of control, which is the main cause of fire, explosion, poisoning accidents. Through the fine chemical reaction safety risk assessment, determine the risk level of the reaction process, take effective risk control measures, and carry out safety design according to the reaction safety risk assessment recommendations, improve the level of automatic control, improve the intrinsic safety level, and clarify the safe operation conditions, which is of great significance to ensure the safe production of fine chemical industry.

The "Fine Chemical Reaction Safety Risk Assessment Code" is to further absorb the advanced practical experience of the development of fine chemical industry at home and abroad, the "Guidance on strengthening the fine chemical reaction safety risk assessment work" to the national standard. The standard clarifies the scope of application, key assessment objects, and specifies the main contents of fine chemical reaction safety risk assessment requirements, assessment basic conditions, data testing and obtaining methods, and assessment report requirements. In order to perceive, evaluate and prevent risks, the standard establishes a quantitative assessment standard system for the risk level of reaction process, and proposes relevant safety risk prevention and control measures from the aspects of process optimization design, regional isolation, and personnel safety operation according to different reaction process risks.
